[Gameplay] Thunderlords decree no longer procing from tick abilities.

I've only tested it on Heimerdinger and teemo but the multi tick damage from hiemerdinger's turrets AA's and teemos DoT damage from his E poison and shrooms are NOT applying thunderlord stacks at all and can not proc it.

Is it working as intended in the Tld description?:

Hitting an enemy champion with an ability (ability damage) or basic attack (on-hit) marks them with Thunderlord's Decree for 3 seconds. At 3 stacks, the target is dealt 10 - 180 (based on level) + (30% bonus AD) + (10% AP) magic damage in an area around them. Thunderlord's Decree can only be triggered once every 25 - 15 (based on level) seconds. Persistent area of effects, such as Fiddlesticks' Crowstorm and Morgana's Tormented Soil, hit with each application of damage. Applied damage over time effects, like Fiddlesticks' Drain or Swain's Torment, only hit once.

The Dot abilities you listed should apply one stack. Are they applying no stacks at all?

Pretty sure this is intended, because things like Malzahar e and Swain's q and e don't proc thudnerlords.

This is working as intended on both. Teemo's poison is the more obvious one, it's because it's a dot, not an aoe or three separate abilities. With Heimer's turrets, it's because his turrets are considered separate entities, so the auto attacks will not proc thunderlord's, but the beam will because it's considered a spell that is coming from Heimer.
