I keep getting temporarily blocked from typing in champ select

So this has happened to me quite a few times now and it's extremely annoying because it prevents me from calling the lane I want

Sometimes when I get into champion select, before I even have a chance to type anything, it says "Blocked" where the "send" button should be and I can't send what I type. After a few seconds, it lets me type again, but usually by then, every lane that I want has been taken. This is extremely irritating, and I know that you're supposed to be able to play more than one lane, and I get that. But usually the only lanes that aren't taken are adc and supp, and I hate playing both of them and I simply can't do it and end up feeding most of the time

I know this happens to other people too, but why? I haven't gotten any penalties in a long ass time, I haven't been reported, etc. I'm getting blocked from sending messages for no damn reason and it's really stupid and unfair. Why does this keep happening?
