Rakan's Dash Shield doesn't stack anymore?

IDK if this is a bug or not, but I just played a game as Rakan trying to double shield my ADC and it wouldn't work.

It never stacked

Last patch is stacked if you shielded the same target fast enough, even if it only lasted for 1.5 seconds.
