URF-Specific bugs on Lulu and Sona

Since they're URF-specific, Riot's probably not going to care, but I'll post them anyways.

#Lulu Sometimes when you cast Glitterlance twice in quick succession and hit the same target with both casts, the second one won't deal damage to that target. This can REALLY hurt when you're being dived. I suspect it has to do with Glitterlance's current "can only deal up to X damage per cast" triggers, which end up resetting too slowly.

#Sona If you spam your Song of Celerity too fast, it doesn't actually give Sona any speed. You can test this and it'll consistently happen. You essentially have to wait a moment before you cast again to actually get a speed boost, which is annoying.
