Skarner E Fracture Stun Has Been Slightly Bugged Since the Juggernaut Update

Whenever you first mark someone with Fracture, there is a SMALL window where auto attacking them will proc the DAMAGE of consuming the mark. It will not actually stun. You can replicate this perfectly after a small amount of practice. While it is useful, there are also certain times where I NEED the stun to go off. If prompted, I can play some games and record the bug in action.
