Aurelion Q Stun Delay

To be clear, this isn't about the activation delay of Aurelion Sol's Q. Rather, it's the fact that I've consistently seen a brief delay between Aurelion Sol's Q exploding and the stun taking effect. It's a very brief delay, but it's long enough for your average champion to take a step or two. As a matter of fact, in my latest game the delay was long enough to impact the outcome of a short fight; the enemy Fizz was ganking toplane, and was under tower when I hit him with my Q. Right after the Q did damage the Fizz was able to use his Q to dash to me and get the kill, then the stun took effect, causing the Fizz to take two tower shots and survive. Had the stun proc'd properly at the same time as the damage, at the very least Fizz would have died in a mutual kill (having already used his E to try and get in range).

As I've just explained this delay, no matter how brief, can have game-changing impacts on how a fight goes. For a champion as heavily reliant on positioning as Aurelion Sol, this can have an impact even against champions without large amounts of mobility: Another spell can be cast, a summoner can be used, or those few measly steps can get them to safety.

This should be easy to replicate, as I've seen it happen fairly consistently in my games playing as the Star Forger, so I hope it can be fixed quickly.
