Vi's Q's rare bug

So i found in a bot game where i was testing Vi, if her q is charging and is interrupted (like from alistar's Q) before you use it, It will go on a 10 second cooldown. but thats not the bug here, when the cooldown is over, you will not be able to activate Vi's Q. Death and Ranking it up does not fix the problem, and im not sure about reconnecting to the game because it was a bot game.
