Precision mastery gave me level 18 penetration at level 1.

Graves mid. I had 24 lethality at level 1 from runes. in game I had 33 at level 1 with no items. the 9 has to be from precision mastery

The lethality doesn't scale on the precision mastery. It just gives you the full 8.5 at the start. But you do have to remember that in order for lethality to be it's strongest is when you are attacking someone that is level 18 in game.
