Buggy Client Kept me in Loading Screen at 100%
Could move the mouse and open the ALT+TAB Menu but couldn't connect to the game, couldn't change to a different tab, and couldn't open the Task Manager to terminate the window.

this problem has been reported an year ago https://boards.na.leagueoflegends.com/en/c/bug-report/TKYhnlak-crash-loading-screen-stuck-at-100-0 and riot still hasn't done anything about it. i've been experiencing the same issue aswell and the only way i've figured to close lol on win10 is by restarting. honestly, i don't think riot will ever bother to fixing this so you'll just have to pray to rng that it doesn't happen.
