A Minor Concern

So..... I managed to log on through all of the server chaos...... And sat in a Q for over 18 minutes (tabbed out, i forgot i was even in). Then it popped, at which point i decided that, it being 20 minutes after my initial Queue, I did not have a minimum of 50 minutes to play properly. So i declined. And then got a notification that I had been a declining a lot of queuess, and that I need to be careful about it. I'm taking a guess that the reason my Queue went 20 minutes was because of something related to this, but am still concerned. Is there a punishment involved with this? Because I literally have not manually declined a queue in over a month before this one game today.

TL;DR: I'm concerned the server issues made it appear to the system that I have been declining games during my 20 minute Queue, and am wondering if there is punishment/a way to rectify this.
