Can't Set Correct Keybindings

I'd like an answer regarding how much I can modify keybindings but I've also noticed it won't let me use certain setups. For example, I wanted to setup Attack-Move or Target Champions Only to Shift but it never lets me use a modifier key for it. It just completely fails to do anything when I press Shift.
