[Gameplay] Urgot's W Purge does not stack Energized effects whatsoever

Urgot's W (Purge) is supposed to apply on-hit effects at 50% efficiency, yet it doesn't stack Energized whatsoever.

I'm guessing Energized Stacks are 'On Attack' not 'On Hit'.

Used to work perfectly. I had a Rapid Firecannon Fleet Footwork build for Urgot, and was able to proc Energized twice during a single W, but now you only get stacks for moving during W.
