Zac: Recalling does not do refunds on Elastic Slingshot

I realize that the tooltip states that moving will refund the cost and cooldown by 50%, however, pressing any button other than "Recall" as well as doing nothing, all do the refunds properly. So why not add Recall as well? Thanks.
