Sion passive isn't granting lifesteal to his punches.

This was stealth changed in 9.15, he is supposed to get 100% lifesteal during his passive death to extend his lifespan during it but it's been removed.

Is this a bug or a stealth nerf to a champion that is currently on the weak side?
