[GAMEPLAY BUG] Sion can not use Smite during Q Channel anymore.

Can be reproduced every time, you used to be able to use smite during the channel but the changes this patch messed it up.

It's a problem if he wants to blue smite someone during the channel to slow them until it finishes.
