Scuttle Crab's starting health is inconsistent

Sometimes when it first spawns, the Scuttle Crab will have 1060 health, while at others it'll have 800 health. I doubt that's supposed to happen, and assume it has something to do with the average Champion level when it first spawns.

Can you look into this?
