This is a new Quinn bug, one of many bugs that Quinn has. Ult damage will not proc 50-75% of the time. Reproduce by being in bird form than Autoing or E.

how do riot manage to break this game so often? then not fix it as well, embarrassing.

Hey, Blizzard does it WAY more. Almost every hero in OW has a long list of gamebreaking bugs that they know of and tell us that they refuse to fix them.

Quinn has always been a bit buggier than the rest of the cast. Remember when you could blind teammates?
