Client not keeping up with what's happening

So this bug just randomly started showing up a month ago and now i get it at least once or twice any time i try to play league. Basically in champion select it'll randomly "lag" and will hit 0 seconds of the current phase then not update. This of course means i can't lock in and am forced to dodge. However during this time i can still see chat and communicate normally over discord. My ping in game is also fine which indicates that this isn't purely an internet issue. Playing on different computers and different internet connections entirely doesn't seem to fix the issue either. I have a couple friends that have experienced this issue and others who have never had it happen before. I seriously don't understand what could be causing this.
