Cheap Shot Fails To Work With Karthus

I have Rylai's on Karthus and am spamming Q on a target dummy but getting no procs from it. It does work with E or if I W first.

Rylai's slow only lasts for a second so it's probably gone by the time the next Q hits.

Even with Aery (which damages right after Q), Cheap Shot still fails to proc.
