Xerath interactions with the foutian

Why is xerath not disable yet? I have found a few locations on fountain where the it causes his spell q show up and hit in two different locations and even get three cast from his q at certain but I have not found the exact spot where the global bug is happening now but I am close. Any why is he still able too be played with that bad game breaking bug
