[ITEM] Bilgewater Cutlass

While in game i were not able to use Bilgewater active.

I was playing Xin on summoner' s rift, i had it bound to the key 1 and quickcast was active. I tried to sell and undo but the results were the same. After upgrading to BOTRK it was fine.
