Randomly unable to use hotkeys at the start of the game sometimes.

It just happens randomly and I'm not sure how to recreate it. I cant use any hotkeys at all unless I reconnect to the game. Sometimes I'll have to log out of the client completely and load back in. It's kind of annoying tbh
