Vladimir's 3rd Q sometimes doesn't work

Title. Vlad's new Crimson Rush sometimes will neither do extra damage nor healing, but still go on cooldown. It happens about twice per game for me.

How to replicate - use Q as soon as it comes off cooldown for Crimson Rush. Not sure if ping has anything to do with it, but I sit at a constant 59.

There could also be a specific item/creep interaction with it. I've noticed it most while in the jungle with the Runich Echoes enchant.
