Skills not Upgrading After Clicking them

This glitch seems to happen the most often when learning a skill for the first time , instead of when leveling it up. It also usually happens at the beginning of the game, but I've had it happen a few other times.

I will start the game, buy my items, start walking to lane, and click to upgrade my skill while I'm walking. I don't usually notice until later when I'm trying to cast it and then I see it's not learned yet -.-

I've played this game a little over 2 years and I've seen this glitch maybe 1 in 10 games. When I first started playing I thought okay maybe their system of detecting clicks on UI is a little buggy, so I just accepted it and moved on. 2 Years later it's still happening, randomly in games.

Also this glitch (may or may not be related) happens where I click the hotkey for a skill, Q,W,E,R and it doesn't prepare to cast, instead acts like I never clicked it. This glitch is much more rare, but might be related.
