(New Champ Select) Dodges don't give penalty in normal draft

So I queued up for a game earlier today, got my off-role, figured I'll just dodge and wait the 6 minutes in hopes of getting my main. Only I could instantly queue up again. I was able to do this at least 3 times until I got my main role.

Currently there is no penalty to dodging normal draft games.
