New champ select scrolling bugged

Client is acting as if I'm holding the left mouse button on the scrolling bar the entire time during champion select. No this issue does not occur in anything else. This makes banning phase problematic because I am unable to ban any champion above Braum alphabetically. I'm hoping maybe someone has come up with a solution, tried restarting client as well. It actually forced me to dodge the first time because I was unaware that that the scrolling bar or client itself is bugged in someway. My mouse is fine as well, tested it in other programs and touchpad as well. Help please?
