"New Player Experience" bug progression

So I make a lot of new accounts... I dodge a lot which means I need a lot of accounts to play on when the LP and time cost from dodging gets too high on any particular account.

That said, I always play through the new player tutorials for the huge XP bonus and ~5000 BE that it gives, so I can buy a champion or three before I head into bots to grind for draft mode.

I've noticed a trend where one issue will be fixed (selecting one's first champion now works very well) and another seemingly unrelated issue will appear (the options menu sometimes opens for no reason during the first tutorial mission, the bot names in the tutorials have gone from normal "Soraka" or "Shen" or "Sivir" to now doubling up and being called "SorakaSoraka," "ShenShen," and "SivirSivir," respectively.

I wanted to report these issues as well as pose a question: Does Riot rely on reports from new players to improve the new player experience, or is there someone at the company who is in charge of this specific aspect of the game / client?

If the former: That's foolish. A new player who joins this game for the first time and experiences a strange issue is not going to come to the boards or the support site and report the issue, they are going to say "wow that's weird, oh well that's free-to-play games for you lmao." -Not exactly a ringing endorsement.

If the latter: What are their other responsibilities? They are obviously spending a disproportionate amount of time on those compared to the new player experience. First impressions are the most important, and polishing this aspect of the game to a mirror finish should be a top priority if you want to maximize playerbase growth.
