PLEASE FIX THE ZIGGS PASSIVE WITH PLANTS AND ILLAOI TENTACLES

It should NOT get consumed and it's super tilting to use the Satchel charge plant for a nice gank only to find you have no passive randomly. It doesn't behave this stupidly on wards. I'm really tilted now.
