Quickcast On Self hotkey shouldn't care about cursor location

Not sure if it's a bug per se, but when you assign a "quickcast on self" hotkey, if your cursor is over another applicable target it will cast on them instead. That kind of defeats the whole purpose of the hotkey. If I'm in the middle of a crazy battle and I want to ult myself as Lissandra, the hotkey should cast it on me every time.
