I've never had this issue before a few patches ago, and my network is fine and works just fine for almost anything else including other games such as Overwatch.
But when it gets to a situation like this, how on earth am I supposed to play properly?

I had the same issue, where my screen would randomly freeze for some reason despite almost always capping 60 fps at max settings.

If you live in NYC, apparently Time Warner aka Spectrum, who's boasting massive internet speeds, is trying to force streaming service companies like Riot and Netflix to pay them to allow their client to access their internet speeds, or else they deliberately degrade the streaming experiences. There's a pretty massive lawsuit going on about it as we speak.
