Buff and Debuff visual effects not disappearing after wearing off

So since 4.19 I'd noticed that visual effects such as the poison above someone hit by Teemo don't always go away when the poison wears off, and now in 4.20 I'm having red and blue buff visual effects stick around as well, and even through death.
