Kayle E gives 2 stacks of Thunderlords Decree?

I just played a custom game to test out some items on Kayle, and Q + 1 auto with E on (or just 2 autos with E) seemed to always to proc Thunderlords Decree. Is this intended?

I noticed that yesterday when I was playing top lane against a kayle. If it was though, I'd imagine decree procs when jinx changes to fishbones, I think i might test it out because the game code probably sees it as not a utility spell, but a damaging attack

Lux procs it with just an ability + an auto as well. I guess thats because auto attack and her passive or Kayles passive count as 2 seperate... things. I dont think it should be that way tho lol.

This is expected. Kayle's E gives 2 procs of spellthiefs, and Lux's passive allows her to get 2 procs of spellthiefs if she gets it off.

Thunderlord's Decree refers to attack or spell.

So you can consider Kayle auto attack to be the attack, and the E enhancer to be a spell. Analogously, you can use the same logic for Lux.

Hope this helps; this isn't really a bug.

Why is Kayle taking Thunderlord though? Isn't fervor of battle better on her?

EDIT: well i suppose it depends how you build her. I almost always build her on-hit (especially in this guinsoo's era :p) .
