Still can't gift a long time friend

says we haven't been friends long enough but i know for a fact we have, just repeatedly keeps digging into the error vault to tell me weird shit like "doesn't have enough items" which i can only guess what that means since he has all the minimum requirements to accept a gift, i know recently you spat on the faces and shat on the chests of your players by taking everyone's refer a friend rewards away, however did you make them permanently unable to receive gifts too?
