Dragon isn't a monster?

So the jungle items give regen when "fighting monsters", and it is my impression that a "monster" is any neutral creature. Why does fighting Dragon not trigger this extra regen? I haven't tested it on Baron but I feel like the regen is needed to fight this newer stronger dragon.
