I just played a game as Syndra, and I know there was a fix to her E (which I was excited for) but apparently the fix has made it so that her E doesn't even work when the ball passes straight through someone.
More than once in the game I just played, I would Q+E only for the ball to pass through the enemy, seemingly slow them for a brief fraction of a second, and then... nada. they just kept going. This got me killed multiple times.

But I agree. It just became MUCH worse. Before I had it maybe once every few games, after the patch I got it 4 times in a row in the same match!
i have to also agree. Hope this sees visibilty. i Q'd directly onto an enemy and then E'd. He did only get knocked back.
Its happening pretty often. Id say twice per game actually.
Same problem. Fix it or I am quiting League of legends.
