(suggestion) In loading screen - Show info tooltip on hovering abilities and spells

Hi,

I'm new to LoL and encountered the issue when there is a lot of information to swallow, comprehend and remember since there are more than a hundred champions today. It would be nice if you could hover champion's abilities on loading screen. Averagely it loads about a minute and this is enough to get overall idea what opponents and your team can do. Additionally it speeds up process of getting into game. Since you can link what you just read with what you'll see in match. 90% of the loading screen time is just waiting. And it would be great if it could be put to use.

P.S.: Is there a set thread or source for posting suggestions and giving feedback?
