Raptor Cloak not in ARAM (But Talisman is?) [Gameplay]

Raptor Cloak has never been in ARAM, but a patch ago Talisman got it's build path reworked and now builds from Raptor Cloak. Now that Talisman builds out of one you can buy a Talisman in ARAM but cannot buy a Raptor Cloak. You can see Raptor Cloak in the build path but cannot buy it.

There is no reason that Talisman should be purchasable but Raptor Cloak remain purchasable as the Talisman keeps the Raptor Cloak passive. This leads me to believe that this strange interaction is unintended.
