Bard's Passive and Auto Only Procs Spelltheif Once??

This has to be a bug... Bard cant do his job now and y'all took away his late game scaling on E to boot.

Because of this Bard has an even smaller window to impact the game. Riot, revert this bug... And leave Bard alone. He was fine before y'all fucked with him.
