Zac's W [Unstable Matter] Not showing AP Ratio in tool tip

The lolwiki shows that Zac got the ratio re-added, but it does not show the percentage scaling in the in-game tooltip. I have tested to see if it would show up once I had 100+ AP and it did not show up, nor did I notice an increase in damage once I got to that point.

C'mon Riot, I want to be able to build liandry's on Zac again and have it matter against tanks.
