Lots of issues lately with smart cast

Casting summoner's and all kinds of aiblities lately seem to need about 12 casts before the game is liek "oh i'll cast now."

i have noticed this as well since the last 2 patches.. i play morg alot and i have her shield set to smart self-cast off of my mouse 4 button i believe.. i go to bait the CC engage but it wont cast.. it casts usually on teammates right away there have been delays on it there as well.. but al in all i didnt have this problem like a month ago..
