Is there some kind of delay for regions? I thought PBE was just one server ha must be a bug?

Must be a bug with you specifically, since the PBE server is a single server in NA that everyone in the world accesses (to my knowledge at least). That's probably the biggest reason why European YouTubers, like Brofresco or Phylol, complain about lag while they're on the PBE.

Plus, Brofresco is uploading Camille gameplay, and he lives in Spain (EuW), so I don't see why she would be disabled for you unless she's been temporarily disabled now for a bug fix or something, which I would think that Riot would say on the client.

I've been able to unlock her and her skin but she doesn't show neither in champ select or in the collections section of the new client :') It's been a good 7 hours or so and I've logged in and out in that time, kinda sucks.

Maybe try using the legacy client? There's a button in the lower right hand side of the login screen for the alpha client that allows you to use the legacy client instead.
