Is there some kind of delay for regions? I thought PBE was just one server ha must be a bug?

Must be a bug with you specifically, since the PBE server is a single server in NA that everyone in the world accesses (to my knowledge at least). That's probably the biggest reason why European YouTubers, like Brofresco or Phylol, complain about lag while they're on the PBE.

Plus, Brofresco is uploading Camille gameplay, and he lives in Spain (EuW), so I don't see why she would be disabled for you unless she's been temporarily disabled now for a bug fix or something, which I would think that Riot would say on the client.

I am having the same issue. She is on my champ select yet when i hover over her it says Unavailable and I am gutted!!!
