Skin Boost in ARAM

The skin boost option seems to be broken at the moment for ARAM. I needed some quick IP for a champ, but the option wasnt there. So I restarted League, and it still wasnt available. I have 300 RP, so I know I have enough. People in the lobby also said it wouldnt work for them.
