Sivir still only has 1 stack of Vel'koz's passive on her.

I'll see if I can reliably reproduce this bug later.

I've got good news and bad news. The good news is that Velkoz isn't bugged. The bad news is that spell shields have done this for as long as they've existed, and probably aren't going to change.
