My spectator mode never seems to work anymore

This problem started a while ago where I would click spectate, and it is black screen for 5 minutes. Then another 5 minutes of loading because it takes forever to load. Then when it gets into the actual spectating everyone is frozen not moving. Ever since riot posted that issue about spectator mode not working which was about 3-4 months ago it has never ever worked since then.
