No Skin -1350 RP

I just bought the Jayce Full Metal Skin, and it got rid of my RP but gave me no skin. I tried resetting the game, and computer, but its not showing up. The payment says it went through on PayPal, but I dont have my RP or Skin.

Communicate with Riot’s Account Support Centre.

The primary category is already chosen.
Under the secondary select Account.
For the tertiary category select Missing Stats.

Explain your issue clearly.
