[GAMEPLAY/CLIENT] Unable to cast spells upon reconnect.

I played a game as where I used all my abilities in quick succession, then disconnected, and when I reconnected I was unable to cast any abilities. It played the sound as though they were on cooldown, but they weren't; I was even able to link "Q - Ready" etc. in chat.

Needless to say, we lost the next teamfight and then the game (we had made a few decent plays in a row and were starting to come back), with me feeling more than a little embarassed.

I'm not sure I can exactly recreate this bug because a disconnect that I force might behave differently from a random one.
