Can't Create Rune Pages During Champ Select [CLIENT]

I had leaver buster since I've frequently left games because my connection hasn't been the best lately (Despite being able to play Rainbow Six Siege with no damn problem). I was in champ select and i couldn't create a single rune page and had to use the default ones. Step 1: Queue for game Step 2: Wait 20 min Step 3: Choose Champ Step 4: Attempt to create new page Step 5: Choose one of the Runes Step 6: Be directed to one of the default rune pages Step 7: Forced to choose one of the default runes pages
