this icon doesnt exist apparently. i went in the collection and searched for it, its not there. not even as "not obtained".

Try closing and restarting your client, then check your collection again. If it still isn't there even after restarting, you will likely need to send in a Support Ticket to see if Riot Support can add it manually.
