Spells not working; I have to restart every other game!

I encountered this glitch when I was trying to practice Udyr. Needless to say, it didn't end well. Luckily it didn't happen again for a month, so I thought it was a one time thing. But lately, there's a 50/50 chance of it doing this every time a game starts:

You can't lock/unlock the camera.

You can still level your spells but you can't use them, unless you click on them with your mouse instead.

And you can still chat so you basically have to walk around like an idiot talking about how useless you are.

I looked for a solution out of desperation, and I found one. I have to completely exit the game and log back in. Then my spells work. Yep.

It's basically become a routine for me to start a game just to leave and come back as fast as possible. I've gotten pretty good at it. Unfortunately, I still get ridiculed by my teammates because I left the game for the first 30 seconds. I find myself looking at all the percentages on the loading screen grimly, thinking, "Please work please work please work"

I'm pretty stupid with computers, so the solution might be really obvious. If it is... whoops. I just wanted to post this before I forget, and become used to dealing with this crap every game.
