What's with the blind mechanic?

Every champ with a blind (Teemo and Quinn) will be able to use their blind on someone and it not work for about 0.4-0.6 ms (averaging about half a second.) This has been a bug for a long time now and I feel needs to be addressed very soon. It's extremely annoying and causes a ton of confusion.

Also if you blind a monster or minion as your first attack, their first attack will still damage you.

I noticed this mainly with gromp. If you throw a Q at the gromp, it's first attack will damage you. This makes zero sense. It should be blinded on impact and THEN try to attack. Not the order it's in now:

get hit
attack
apply debuff

Needs to be:

get hit
apply debuff
attack
